Decentralization of Services in the Republic of Moldova, the Delegation of the Management of Public Water Supply, Sewerage and Wastewater Treatment Services

Abstract

Delegating the management of public water supply and sewerage public services to a private operator to put into practice an efficient, customer-oriented management model at his own risk is a great advantage for the public authorities. A balanced management ensures the financial sustainability of the enterprise, optimizing the operating expenses and maintaining a bearable tariff for consumers. Reducing water losses, informing about responsible water consumption, water quality at European standards, energy efficiency, increasing revenues and others are useful to public authorities from an economic point of view. The same cannot be said from a social point of view, given the constant increase in tariffs motivated by production costs. Access to drinking water, sewage and sanitation is a right of all. Nowadays, after the experience of concessions and transfers of goods in private management, many states such as France, Spain, Italy, Sweden and now also in Romania, citizens request the remunicipalization of water supply and sewerage services.
